David Loveland, Ph.D. is currently serving as the Director of Substance Use Services at the Allegheny County Department of Human Services in the Office of Behavioral Health, Bureau of Drug & Alcohol Services.
He has been working with substance use disorder (SUD) treatment providers to expand access to care for individuals with SUDs for over 25 years after completing his Ph.D. in Community Psychology. The first 13 years of his post-doctoral work focused on implementing effective practices across SUD treatment programs in Illinois. His last 12 years have focused on enhancing the continuum of care for individuals with opioid use disorders (OUD) and other SUDs in PA.
Dr. Loveland was Senior Program Director at Community Care Behavioral Health (CCBH) for 9 years, where he worked with SUD treatment providers in Allegheny County and across PA to increase engagement and retention rates for individuals with SUDs. He also worked to expand the Centers of Excellence (COE) program for individuals with OUD across PA while at the Program Evaluation and Research Unit (PERU) at the University of Pittsburgh.
Dr. Loveland has also developed SUD clinical guidelines for SAMHSA while at JBS International, directed a grants department within a large, integrated SUD treatment provider in Chicago, and provided consultation to Allegheny County and other organizations in Pittsburgh on enhancing SUD treatment services.
